Hello, I own the XPS 1530 with the 8600gt. I've been watching my temps with hardware moniter, and my CPU and GPU temps rise to a point and then the fan kicks in and they go back to being stable. Is this normal? Shouldnt they just stay at a certain temperature unless I'm playing a game or stressing the hardware.
CPU max temp is 47
GPU max temp is 70

Well the laptop gets hot, then the fans go on = laptop gets cooled down, fans go off.
How else would you expect it to work?
Your processors are continually generating heat all the time. So naturally they get hotter and hotter. The only way you could keep your temps stable continuously would be to have the fans running constantly which after a while would get quite annoying.
Bty your temps are fine. Quite good in fact compared to some 1530's. -
Both are now where near an issue. Those are my idle temps for my G2S with a T7700 and a 8600M GT. To drop the CPU temp, you can easily undervolt the processor following Flipfire's guide. For the GPU, you can try some different drivers with powermizer enabled. When the temps rise and the fan kicks in, it means that everything is working. When you GPU temp rise to 90-100C, then you have an issue.

thats perfectly normal.
thats how notebooks work... when the components reach a certain temps, fans are programmed to kick in to cool them down to a specific temp, which is when they turn off.
some notebooks have Fan Toggles to have the fans constantly stay on at Max Speed (for gaming sessions) or Medium Speed (for normal usage while keeping the fan on constantly) -

they can be. hit the link in my signature to read up on my tests with the Zalman NC2000 cooler. I found that temps (notably HDD, which usually aren't actively cooled in notebooks) can drop by as much as 20%.
