    I am aware there are many threads with this issue, I was wondering where I can download throttle stop, some software iv seen mentioned in a few threads and if it helps any. Any tips appreciated

    ThrottleStop can help but it's only a band aid fix for a poorly designed laptop. Make sure you have a 130 watt DC adapter like a PA-4E and the latest bios for your XPS 1640.
