TechPowerUp also published the latest version of ThrottleStop, a nifty utility that lets you monitor the CPU clock speed throttling scheme used by your notebook, and provides you with options to override or change it. This is particularly useful for noteboook users facing performance issues even when the notebook is plugged in, despite enabling Windows "high-performance" power scheme. The application's main window lets you perform both monitoring and tweaking, its left pane provides you with tweaking your CPU's power scheme using three methods, while its right pane lets you monitor the way in which your OS is throttling the CPU, down to the level of logical CPUs (threads).

I have been using the 3.0 for a while, and it is nice, it really helps to remove the performance limit while on battery, a must have for ocasional mobile gamers like me xD, downloading the 4.0 version

Doesn't work for the new Sandybridge CPUs. You can read all the relvant data but you cannot edit/change anything, so your throttling will remain.

I've never noticed an issue with my CPU Throttling. My laptop is always responsive as heck. I've got the Turbo Boost Monitor, and I can see the laptop is always changing the throttling, but it never gets slow or lags out.

The only thing that this tool can do for Sandy Bridge mobile users is to decrease the multiplier of the cpu. BUT that can also be achieved with the maximum processor state option in percent in the energy control panel. You can try it yourself. Get your cpu som´do do (like Prime) and going down the percentage. It will reduce the multi every xx percent value. The Voltage is then automatically adjusted due to the VID of the CPU. As long as there is no Voltage option i found nothing useful in this programm :/

The Windows Maximum Performance State setting does not offer any of this flexibility.
Go tell dkillone that ThrottleStop doesn't work on Sandy Bridge. With Throttlestop, his Sandy Bridge Core i7-2630QM runs 200% faster while gaming. Without ThrottleStop, his games become slide shows.
Edit: Here's another Sandy Bridge CPU that seems to be showing a significant performance increase by using ThrottleStop.
