In my replacement 1640, i have noticed there is an option to turn off battery charging. Is this a safe thing to do?

its a feature that is useful that when one might be traveling on planes, and battery charging is not allowed....its just a feature that allows you to charge or not charge a battery..to me..its a useless feature, but some might get some use out of it.

i leave my battery in my 1520 when using the notebook on ac power.i think after it charges the battery, it will run on ac power after the battery if fully charged..the battery will act as a un-interupted power supply if you ac power for some reason shuts off..if i am not using the laptop, i take the battery out and store in cool place, like frig. if you leave it on, i am thinking that it shuts off the charging auto when fully charged,,,not like old days

No it wont. But you have to workout your battery every once in a while. Let it discharge to 10-15% at least once or twice a month.

If the battery goes through few charge/discharge cycles, and is kept relatively cool, it may well last you for 2+ years yes.

Right Click on the Power Plan in ur taskbar, you should see Dell Battery Meter. Change there.
