Your video card is failing. :( I had the exact same symptom on my old M1710 and the video card had to be replaced to correct.

Only option really is ebay. you can also check:

    http://www.impactcomputers.com/yf227.html
    http://www.impactcomputers.com/cg054.html

    Basically you can use:

    PR004 512MB Graphics card, QUADRO FX3500M, M90,2(12/13 cut-in)

    GU067 512MB Graphics Card, Nvidia Geforce Go 7950 GTX, M1710, IUPGA4B, MLK

    YF227 512MB Graphics Card, Nvidia GeForce Go 7900, M1710

    UF814 256MB Graphics Card, Nvidia GeForce Go 7900, M1710

Those are the only cards which will fit in the M1710.

bring this up from the grave - i have the exact same issue. thanks for the pictures. the reason it doesn't happen in safe mode is technical but with this common troubleshooting step we can see it is the video card. sometimes my computer will boot into regular Windows. but mostly i have to run Safe Mode. anyways, just wanted to compare. and a $350 refurbished card with 30-day warranty sucks big time.

meanwhile try uninstalling the vga's driver and use the default windows driver for display adapters, it might solve your problem temporarily to run windows and browse the internet...
