Well, I have a XPS M1530 and would like to upgrade to the 64 bit version of Vista and went through all of the options on this forum.

I talked to Chris on the Dell Community forums but he can't do anything outside the US. Then I contacted Dell technical support and the person I mailed with said he is aware of the policy and would gladly send a 64 bit DVD BUT they do not have a 64 bit Home Premium DVD in there database so he can't send it. I also send him the part number that Chris gave me (N172H) but it doesn't exist in the database.

My only option to go to 64 bit is buying Vista Business or Ultimate witch the do have in there database.

He also mentioned that 64 bit Home Premium should be optional for new generation of XPS systems.

Has anybody ever got a 64 bit Home Premium DVD outside of the US?
Or is there anything more I can do to get the DVD?

Dell Tech Support in the Netherlands finally sent me the 64-bit Vista disc earlier this week.

A couple of months ago I also PM'd Chris on the Dell Community forums, but as you already mentioned he can't do anything outside the US. After I contacted Dell customer service in the Netherlands they told me they were aware of the policy in the US, but they were not yet allowed to send out the discs in the Netherlands.

Over the next months I tried again now and then and to my surprise this week the Tech Support guy finally told me they were now able to send me the disc! I received it two days later (for free, as I was entitled to it).

EDIT: Oh yeah, it's worth mentioning that I received a Vista Ultimate 64 bit, though the guy that helped me told me specifically that I would receive Home Premium (since that was the OS that I ordered with my XPS M1530 back in September).

Can I use the Ultimate DVD on my laptop and will it just install Home Premium due to the license key, or won't the DVD work?

If it's a Dell OEM DVD you won't have to use a key and it will install Ultimate for you.

I've fired off an email to UK support asking for a disc. Not too hopeful, but you never know.

I have an XPS 1530 and Vista Ultimate.

When I spoke to XPS support they said I couldn't have it the 64-bit install DVD. So I told them to look up DSN Document ID: 158098 (Operating System Changes and Operating System Swaps - Dell Global Policy).

This was posted in THIS Microsoft forum by Chris from Dell.

Dell send me the DVD ;)
