Hey guys, I am seeing something odd here. Without the usage of a notebook cooler, the fan is on constantly while the CPU idles at 37C and the GPU idles at 55C. With the usage of a notebook cooler, the CPU idles at 47C and the GPU idles at 63C but the fan is not on. Why would the laptop turn off the fans at a higher idle temp? This makes me believe that the fan speeds are not dependent upon CPU and GPU temps but this would be stupid. Any help guys?

No idea, but sounds like some faulty thermal sensors. I would call up dell support, as it looks by your specs, it's pretty new and under warranty. I would get it looked at. The other possibility...and it may be completley out of left field, but for some odd reason your notebook cooler fans are blowing directly into the mother board(where the thermal sensors are) and affecting the reading on the thermal sensors(as in...the sensors believe it is cooler than it is due to an influx of forced air from your notebook cooler).

The fans act as if I was on battery because I notice that the fans do turn on right about 63-64C GPU which is what it does on battery mode.

Make sure your legs if you use it on your lap, don't cover the vents, it'll cause the vent to pop up more. It also happens sometimes if you leave your computer on too long.

What's weird is that my fans stay on constantly while on AC power unless I use the laptop cooler the fans turns off but idles at a higher temp. And on Battery power the fans are off until the GPU temp reaches 63-64C. I have the A11 Bios and this seems weird that there are different fan profiles for AC and Battery. Does anyone else experience this?

Well, I don't know about the battery, but when you charge up the battery, the AC Adapter gradually gets hotter and hotter and hotter. It may be the same for the battery.
Though the M1330 does in fact have a design flaw in which the cooling is kinda messed up and after long term use, the cooling gel that is in the M1330 gets all over the place and also causes the fans to randomly kick up as you said. I recommend following this guide:

I don't think my M1530 does this, but I will be more watchful. Though the M1530 has better cooling due to its size. Referring to the guide should help and cause the fans to not kick up as much. -

what software are u using to monitor?
i recommend HWmonitor or Everest... both report to similar temps +/- 3 degrees..
i8kfan reports the wrong temp all the time, and doesn't change as frequently as HWmonitor or EVerest(eg HWMonitor reports a ch ange from 62 to 72, i8kfan doesnt report any change, or just 1 degree change)
also.... when switching on comp and just idling at ~ 65-72... fans dont go on
after gaming for some time, GPU at 80+, fans go on even when GPU hits 65..... i agree with that there are other ways to trigger fan on/off -
I use HWMonitor to measure temps and I8kfan to observe the activation of the fan.
Weird observance of fan activation with M1330
