Do you guys think Dell will add the 9650M GT (equivalent the 8800M GTS, but has DirectX10.1 support, is smaller, and produces less heat) to the XPS M1530 soon? The 8600M GT is a year-old card so a faster choice would really get more people to buy the notebook.

The 1530 would have to replace the 8600 gt, it wouldnt be an end-user upgrade option. The 1530 had to have the GPU integrated onto the MoBo to be as slim as it is, unlike the previous generations of XPS. As I see it this change is coming but not before the College Freshman buying frenzy... As for upgrade at a cost, it would likely be the full cost of the MoBo. Which is expensive....

I wonder if they would upgrade you for a cost, the 8600 will do me fine but I'd just like to have the option.

Well, the 8800M GTS already uses 65nm fabrication process, so it won't be any smaller. Or produce less heat. So no, it won't likely be in there anytime soon.

I doubt they'll offer an upgrade service since the notebook doesn't have MXM like the XPS M1730 and the Alienwre m15x do.

    The XPS M1730 isn't MXM.

Yeah, it uses MXM IV. That's why you can upgrade the 8700M GT to the 8800M GTX without a new motherboard.

nooo. it uses a proprietery dell connection. Just because you can upgrade the gpu doesn't mean it is MXM. Read section C here or just look through Dell's instructions on how to remove the gpu. An MXM card looks nothing like that. Dell has never used MXM.
