why is my 9560 under clocking to about 700mhz -1000ghz while stress testing it not Thermal throttling as indicated by the intel XTU temps are in the 70C. I've disabled speed step and also placed the power mode on high performance. any advice is appreciated thanks in advance.

don_svetlio In the Pipe, Five by Five.
VRM throttling - stress tests on the CPU cause the XPS 15's VRMs to overheat.

Open HWiNFO64 or AIDA64 and check the first temp of the first (?) sensor which is generically labeled "ambient". That is likely the vrm temp sensor (the hottest usually) which seems to trigger a throttle at about 78*C. That throttle is often deceptively labeled PL or power limit throttling...
FYI - disabling SpeedStep and/or c-states in BIOS may turn off your turbo speeds in many laptops.
Likely in the 9560 although that protection may differ by BIOS version. -
Or just use Intel XTu

ok that's good to know..Is there any suggestion to cooling vrm on the xps? I'm going to perform a repaste of the cpu and gpu and will use some thermal pads that i got for free from when i did my evga 1070 thermal pad mod

Same chassis similar problems. But the i7 9560 is a bit more difficult to resolve heat...
Why is it under clocking while stress testing
