I've a fan (or is it CPU?) issue on my XPS 1330 : whenever the CPU reach 70°C, it starts throttling, but the fans still run at low speed and don't speed-up to cool things down. Odd thing is, sometimes the fans do get louder when the CPU is not specially hot (like 54°C and no intensive activity going on).

I've already got a mobo change because of a dead GPU. I've upgraded to the latest BIOS, latest video drivers, I've played with RM Clock for hours and decreased voltages to below 1 volt for max multiplier (and disabled IDA). I don't think I can reduce heat production more than that. I suspect either the CPU throttle too soon (I've tried everything to kill throttle without success) or the fan logic is totally broken.

I'd pull my hair out if I still had any left.
