    XPS 15 9550: CPU limited to 1.48 GHz on battery?

    When on battery, Windows task manager shows that my CPU never goes above 1.48 GHz. Running SuperPi, whatever, maxed at 1.48 GHz. I've played with the power options, such as setting the power plan to "Max Performance", which usually fixed this kind of thing in the past, to no avail.

    For fellow 9550 owners: do you see speeds higher than 1.48 GHz while running on battery? When plugged in, I see 3.x GHz speeds all the time.

    After a lot of messing around, I found the case: the Dell Power Command program. Here, I had selected the "cool" option under thermal management. This apparently caps the frequency on battery power. Not sure why exactly, since you'd think that if a cap was really needed to keep the laptop cool, it would apply equally under battery power (perhaps even more so since charging generates heat too).
