Is the Intel Turbo Boost monitor installed? That thing does it, it might be minimized to your tray.

simple way to resolve it and stop intel cpu booster
1- go to power planes on dell power options set minimum cpu at 1 % for plugin and battery
2- go to maximum cpu set it to 13 % for both by doing this u set boundary for cpu range and not take intel booster anymore
3- switch from cpu cooling from active to passive
4- go to invdia set for performance
this work for me and MY DELL XPS 17 L1702 fan sound go down but when i want play vidio or play heavy game i set the power plane to high performance
i wish u get it ryt

13%?? That seems quite low for a maximum :/

I read 99% for a maximum will work too... for "turning off" the turbo boost.

I wouldn't be so quick to replace the mobo and heatsink, imo. The temps you posted weren't even significant. As for the overactive fan, there are many reports of this, and it seems to either be a monitoring program (for temps, CPU usage etc.) or the turbo boost which sets it off.

Anyway, post results after mobo replacement. Would be interested to see if that solves it.

I believe he's missing a step or two. I seem to recall seeing similar instructions, but you had to change the Balanced Profile or whatever.

If you browse the forum you should find a lengthy topic on this. It's a common problem.

So I just got my xps 15 today.. and guess what.. the FAN ISSUE again .. I called the support and they offered to send a tech but I asked them to wait to see if I can workout a solution.. I don't want them to change the motherboard / fan / heatsink on my brand new laptop! seriously!

Are they aware that alot of people are having the issue and they don't know the fix for it? weird..

i disabled my gadgets and instantly the on/off fan issue went away. I had the issue since i got it about 2weeks ago. Normally the temp would hover around 54/55 degrees C and the fan would go on/off/on/off constantly.

But after closing it, the fan will come on at a very low rpm until its cooled down, (around 40deg) and turn off.

Disabling CPU monitoring gadgets solved the problem for me.

People need to complain directly to Dell about this. Don't just post here, as that solves nothing on an issue that requires Dell intervention.

Call or e-mail Dell Support, clearly state the issue with the fan speed and advise them that many XPS owners in these forums are having the same problem. Ask for a ticket/case number, to confirm that they open a support ticket.

If enough people lodge clear, polite, detailed complaints about the same issue, Dell will take action.

I wouldn't recommend using SpeedFan, as the controlling system in XPS 15 seems incompatible.
When I use SpeedFan (if not mistaken, the beta version of 4.45), the system fan seems to stop and start, even when fan setting is set to 100%.
Why is it that? 2 hypothesis:
    1. If you are using the fan controller, this think affect the bios controller, and require constant polling from the software, which affect how the fan works (like fan software has to poll per interval, thus creating up and down in the fan)
    2. If you are not using the fan controller(as seen on the screenshot), it is due to optimus system temp control for GPU, as everytime the software poll for all temp, optimus automatically activate the GPU, and shut it down fast (as fast as the polling is done). Try to check your optimus activity bar, does it on and off when using SpeedFan (or, u can disable GPU checking, and change it to GPU-Dell, which seems to use different sensor)

I uninstalled all gadgets that were monitoring the CPU/ GPU and the problem went away.
