Other than size, are the XPS screens the same quality and design, or is there a difference? I see a lot of people talking about the 15" 1080p being one of the best on the market but very little talk about the 17" screen.

The XPS 17's 1080p screen is a bit above average, but the XPS 15's B+RGLED screen will blow it out of the water.
Some people don't like the matte coating on the XPS 17's 1080p screen though. The XPS 15's is glossy. -
I find that it's pretty sad that both screens of the XPS 17 are inferior to that of the XPS 15's B+RGLED (aside from the obvious 3D option). Is it that hard to have a 17" B+RGLED? Stupid Dell decision making fail.

Does anyone know whether Dell has any plans to come out with a better non-3D screen for the XPS 17 in the near future?

It's not that hard to have B+RGLED but the $$$ and if customers want to pay the money for it. Huge laptops are already a niche market. -
I'm pretty sure if people are willing to pay for it on a XPS 15 then it would make even more sense to have a B+RGLED 1080p on a 17"

Dell doesn't make the panels though. They have to find someone that makes them. Know of anyone that makes a B+RGLED 17 inch panel?

Only AUO makes B+RG panels.
I dont see an use for it though, the 3D screen is already the second best (or even the best, depending on what you think is more important: 90 vs 75% gamut, or higher brightness and 120hz refresh rate) TN panel available.
Edit: i'm talking about the 3D screen here, the matte display is semi-crap. -
Then Dell should pressure AUO to start making 17" B+RGLED screens because that is pretty much what keeps them in the game.

If not, I would never consider the XPS 17 over the 15 any day as the quality of the non-3D screen of the XPS 17 is nowhere near comparable to that of the XPS 15's B+RGLED.

There is a 17 inch B+RG LED on the market. You can configure Sager/Asus laptops with it on XoticPC.
It's failDell making dumb marketing decisions for obtuse reasons. -

And sadly, it's also because the "average" consumer doesn't care about something that is crucially important to me and other enthusiasts, screen quality.
If the average consumer doesn't care, why (as the company) spend the extra $$$ to offer it?
Unfortunately, capitalism is all about catering to the lowest common denominator. -
Hence all these ugly 720p TN panels in every laptop. A TN panel is bad enough, a low res one is just plain lame. It pains me that there are very very few IPS panels on the market just because there is zero demand.

IPS is catered so such an exclusive market. It's way too expensive

The base screen costs dell probably ~40 bucks
The B+RG screen costs them probably 80 or less, they charge 150 for an upgrade that costs them maybe $40 extra.
I'm pretty sure they could get a 15.6 IPS panel for well under 200 so even with what they are charging us for this TN panel they would make a proffit, though they would most likely charge 200 for that upgrade and give it some super duper name, just for some extra $$$.
Dell's desktop monitors sort of specialize in high quality IPS panels. Its what they are known for though they do sell other models too. -
An awful-quality low-res TN panel like the 720p screen in the XPS 15 is even worse than a regular low-res TN panel.
