Windows 7 has a bunch of power options that I believe don't affect power usage or performance (on this particular laptop), but I'm not entirely sure. Any good testing ideas for me to try out, especially for some of the trickier ones such as "System Cooling Policy" and the Wireless adapter one?

Settings that I believe do nothing (for this particular laptop):
PCI Express -> Link State Power Management
Processor Power Management -> Minimum Processor State
Processor Power Management -> System Cooling Policy
Wireless Adapter Settings -> Power Saving Mode (most unsure about this one)

As far as I know, all the other settings actually work as expected.

    Specs: i7 720QM, ATI 4670

Link state management makes little difference and the wifi one can be quite small. The other three make big changes though, the processor settings set the core frequency and the cooling policy sets whether the fan is off or not (big effect on noise and temperatures).

Maybe on the 1640 but on the 1645 (at least for me and appears to be the same for the OP) they do absolutely nothing.
