Does the turbo boost feature hamper performance in games such as BF3? If so, how does one go about disabling it?

Why should it lower the performance? BF3 is almost totally depending the GPU Power. You could disable the CPU Turboboost and get nearly the same performance.
You can disable it by setting the maximum CPU performance to 99% in the powerplan settings.

Reports from the M14x forum suggested it could possibly cause stuttering within the game when enabled.

Hm i dont think its related to the Turboboost. I think its related to the Hyperhreading capability from the I7. Just search for BF3 Hyperthreading and you get "spammed" with problems :/ My Desk CPU (i7 2600K) does also suffer from stuttering with HT enabled.
I just found one good english result and discussion about it to proof my thesis: Updated BF3 Stuttering Fix 285.62 Disable HT and Fullscreen Mode. - Guru3D.com Forums (since i´m german)
I dont say that the Problem is 100% HT related, but you might want to consider other possibilities ;)
