    XPS 9550 Fans not reaching max speed?

    Recently, I've been noticing that the GPU on my XPS 9550 seems to reach 90 degrees and start throttling in around 20 minutes of heavy usage, something which it's previously never done, even after 2 hours+ of usage. After some extensive observation and repasting/padding with no results, I realized that both fans were staying at ~4100 RPM even as the GPU was hitting high 80s and throttling. I know that they should be running at 4900 RPM.

    I believe this issue started happening after a Dell technician "updated the chipset" for an issue unrelated to this one (I ended up solving that one myself) a week ago.

    Anyone have any suggestions as to what to do? Is there any way to revert to the old chipset?

    Install dell power command as it will be in quiet mode.
