As if the throttling wasn't bad enough, it's now happening to me far more frequently. Happyed earlier when I was streaming a video on chrome, and now it's happening during a Lightroom Import.
XTU has voltage tuned to -0.105V, I did my own thermal repasting a while ago and added the thermal pads.
Right now it is "Power Limit Throttling". Both "Package Temperature" and "Graphics Temperature" is 57-58c. Package TDP 8W and core frequency fluctuates between 0.8MGz and 1.8Ghz.
Am plugged in and latest windows build with "Best performance". Underside of laptop doesn't really feel very hot at all...

Have you given the fans and vents a good blast with compressed air, if not do it outside as you may be in for a dust bunny cloud!

1st thing I do when the old beast gets hot it give it a shot of air and a cloud comes out, it soon blocks the cooling fins. Failing that poor thermal paste, Dell tend to overdo it but it normally comes out the box in a thermal state, gradually getting worse in my years fixing these is normally just crap in it. If you are away just blowing into the vents on the back may be enough to quieten it down for a bit. Passing a PC shop, pop in and offer a fiver for a quick shot around the vents, it's all I used to charge if that fixed it.
XPS 9560 - Throttling a lot more frequently now
