I just reformatted and the problems below are still presisting, before that i will list my specs:

    xps m1730
    1x 150gb sata drive
    c2duo T7700 (2.4ghz)
    8700 m gt's
    4gb ram

1- After getting to desktop the PC runs perfectly fine, smooth, and fast.
2- Out of no where the fans will kick on, my CPU monitor program displays the load at 80~100% load, and everything starts moving at minimum performance.

3- My temps seem low, i think i clocked them at 45~55c.
4- CPU-z reads my core speed @ 1596 Mhz ? I know it thottles up to 2.4, but It doesn't even cycle or throttle according to cpu-z.

    Core Speed: 1596 mhz
    Multiplier: x8.0
    Bus Speed 199.5 mhz
    Rated FSB: 798 mhz
    L1 Data 2 x 32 kb
    L1 Inst. 2 x 32 kb
    Level 2: 4096

Why is my PC shutting off giving me overheating temp errors, lagging when the fans kick on, and doing this all after a fresh format?

    Any suggestions?

take a look at the task manager. on the processes tab, organize by cpu usage and see what process seems to be hogging up cpu cycles.

once you find out, go from there. different processes require different solutions

    ^^ to add.

When you find what is hogging the CPU, get HiJackThis and use it to delete that program from starting up in the background.

Ok, I used hijack this to get rid of really everything that wasnt a system resource. I loaded up a game and the fans kicked on and everything started freezing up.

I hit ctrl+alt+delete to see what was using the CPU cycles and they were distributed among 3-5 main windows system processes. I googled them to make sure they weren't trojans etc and i just did a reformat last night....?

So what are main windows processes using up all the CPU cycles? normally i think they didnt even use 1 cpu cycle.

Here is whats using the CPU:
    System Idle Process - 30~74
    CSRSS.exe - 2~20
    nvsvc32.exe - 4~30
    taskmgr.exe - 3~16
    lsass.exe - 1~4

These processes are fluxuating between each other and jumping between the numbers above.

Seems like simple tasks are using an insanly large amount of CPU?

    Do you have a warranty?
I think you've ruled out a software problem.
    That leaves a hardware problem.
Have you tried running the Dell Diagnostics?
I don't know if they'd detect this kind of problem, but who knows.

Have you overclocked your GPUs or CPU? If so, back it down to stock clock speeds. Have you applied AS5? If so, how long ago? Perhaps it was a bad application.

Temp errors and over heating shutdowns are a good indication of a hardware prob.

If you have warranty left, dont delay. Call XPS Support NOW. They are available 24x7. 1-800-232-8544

My proc I haven't had any luck with overclocking via bios, from what I read you can't. I did apply AS5, except i think it shut down mid-way through flashing bios because of a heat temp issue lol.

Are you talking about Dell diagnostics utility program? If so, i'll download it from the website and tell you what I find out.

When you guys use CPU-Z and check specs, does your CPU show 1.5ghz?
