In the ATI control panel , you should have an slide in one of the sections, called , over-scan or something, and it will allow you to expand the screen to remove the black bars, sorry i could not be of more help, but i have an INTEL graphics.

When you say around the TV, do you mean in every direction, or just on the sides? What TV do you have and/or what is its resolution? You need to go into the ATI CCC and change the resolution to match your TV's native resolution, and that should fix it. Overscan is something completely different, and does not apply when using your HDTV as a computer monitor.

what do you mean, if he has black bars on all side and he is using hdmi , it`s most likely he needs to adjust the over-scan setting, just google ati black bars hdmi and see what you get.

If his TV was over-scanning, then he'd be missing the edges of his pictures, not having extra black space around it. The only way that it could be overscanning related is if his TV doesn't overscan (not common) but the laptop was underscanning to compensate for it anyway. More likely he has it set to the wrong resolution and the TV is not scaling it properly.

I have had a number of hdmi enabled notebook and normally when i have connected them to an tv, I have had black bars and i usually use the overscan/scalling control to fix the problem.

If he is viewing the image on both his tv and notebook at the same time then it could be a resolution conflict, and all he has to do is just to select to show the image on his tv only.

It is possible that it could be a resolution problem

In CCC, ensure that you're desktop is 'extended' onto your TV. If your desktop is 'mirrored' then it won't scale, so if your laptop is 900p, it will display as 900p on your TV, even if you have the resolution set to 1080p. But it won't stretch, so there will be bars on all sides.

If you already checked the resolution and desktop extension, then try the overscan/underscan settings. I think it's less likely, but I could be wrong.
