Did you enter your "Express Service Code" when asked?

XPS support is meant to be 24/7 (phone support, anyway,) but I don't think that the regular "Limited Tech Support" is. If you didn't enter your service code (which is located on the bottom of your laptop) then it's going to route you to the standard support by default.

I've also noticed the "XPS Support" is sometimes 'closed' as well. Not to mention the fact that the XPS support people used to be in the US, but have been farmed out to India like the other support lines. I have no problems with whatever country's workers provide me tech support, but when you can't speak English efficiently enough to communicate properly, or when you're pressured to sell people things they don't need when they're calling for tech support, you've got issues... :\
