i have a 225bw syncmaster which i bought a dvi to vga adapter for so i can connect it to the vga port on the xps 1530. When i connect it to the computer both are turned off i plug them in then boot up the computer. Then i hit the fn+f8 and this is when i get the message "No External Display is Detected"
im lost. The monitor works because its directly off my desktop , i just wanted to try it with 2 screens on my laptop. Any advice would be helpful.

you should have purchased the HDMI to DVI cable instead, that way it is completely digital signal. But once you do, just go to the nVIDIA control panel and choose the multiple monitors option and apply changes. That should do the trick!

Here's a link to a tutorial on how to setup multiple monitors:

Get an HDMI to DVI cable at monoprice.com. Great prices there and they function well (I've bought myself one).
