    in some reviews they say their laptops are consuming 8 watt idle..

    i wonder how they know that? is there any program which can do that?

    You can use RMclock, when running on batteries, it tells you the discharge rate.

    I used a Kill A Watt meter and here are my results for a 1530.

    2 watts - off
    2 watts - sleep mode
    20 watts - idle, display off
    30 watts - idle
    60 watts - 50% CPU
    68 watts - 100% CPU

    in discharge rate in RMclock, it showing like 18watts when i m in minimum brightness, power saver mode, and only chatting with msn.

    is it a reasonable consume ?

    That seems reasonable. Keep in mind your usage would be higher when plugged in since the power supply is not 100% efficient. You would have to use a Kill A Watt like ZE6JMB did. The numbers will probably be similar.
