I'm sorry I don't really understand exactly what you're asking, but I'll do my best.
My understanding regarding US laptops is: you can transfer both the NBD/return-to-depot and CC warrantees to another person. Dell does not offer an anti-theft warranty, though they do have LoJack, whose rules I do not know.
I don't know what Dell's rules are in other countries, though, as they may be different from those in the United States. -
in italy (and maybe in other EU countries..) dell offer FULL CARE PROTECTION WARRANTY, that cover accidental damage and theft.. three times for accidental damage, and one times for theft..
I can buy with a VERY LOW VALUE a dell machine by a friend that work into DELL. But the system is registered to him. The normal warranty (for the parts and for notebook without accidental damage..) follow the notebook (with the serial), but the others insurance (accidental damage and theft) follow the owner, by another socety linked to dell.
So.. in the main page.. anyone can change the owner of the note using the serial number.. but for the fullcare protection warranty doesn't work doesn't work... -
You can also use this (obtained from Dell Italy):
Trasferimento di proprietà (solo in inglese)

or, Contact Customer Service and have them answer your question directly:
