Try it both ways in a couple games and see what affect it has on play ability. On some older CPU's, before I learned how to use throttlestop, I have done that and had good results.
However with newer CPU's and lower base clocks, plus generally lower power use I personally would never disable it like that. Just lower the max multiplier it can use. If the max is say 41x, maybe drop it to 36x and see if it helps lower temps, quiet fans, and may have zero effect (or minimal) on FPS for a better overall experience. -
Depends very much on the game. Some games are GPU bound, others CPU bound. Lowering clocks on a CPU bound game, will make your FPS drop significantly. You'll just have to test.

Use the SpeedShift function to adjust CPU performance. That should be a much more efficient way of adjusting temps, power consumption and performance.
