Make sure you don't have any rogue processes eating up your CPU cycles? Turn down your screen brightness, turn off your wifi, turn off any other unneeded integrated devices... if that doesn't help, you can try undervolting your CPU as well. If you've got a discrete GPU, it might just not be able to throttle down that much under light use.

Are you in high performance or power saving mode? Also if you're doing something, chances are your power drain will spike as the CPU usage spikes.

yes that with powersave mode, screen brightness down, no backlit keyboard. no bluetooth, and just browsing the internet...isnt my consumption kind of high for not really having anything power hungry?

25W is indeed high if you're not doing anything. My E6400 pulls 8W at idle. Like I said, did you check your task manager for any processes that might be taking up a disproportionate amount of CPU usage? And what about your GPU? Integrated or discrete?

My Studio XPS 13 does a similar thing though. It idles around 13-14W, stays around 20W, but on some days it just goes up to 23W.
