Get the latest touchpad driver from Dell..

    http://forum.notebookreview.com/showthread.php?t=308601

Uninstall previous driver and install this new one. Reboot. And see if you have the functions. Btw, this new driver is awesome, and also has added features like circular scrolling and similar. Cheers.

It still doesn't work with firefox, and also the latest driver' from Dell are a lot better than before with added features, more scrolling options and such.... In any case, I would recommend sticking with the original OEM drivers (or the latest from Synaptics, depending on the device).
