i had an e-mail telling me that they are from ((( team of 3rd Level technicians ))).....what are the levels and their responsibility???

There is a generic overview of tech support levels..... should answer the question -

3rd Level Technicians are expertly trained... they're trained at the time of product design, so they know everything inside and out about every product they service.
2nd Level Technicians are the same, but they also have direct access to the engineers and can demand a redesign/fix for serious problems. They're the ones that investigate possible deficiencies inherent in the designs.
1st Level Technicians are Michael Dell's right hand. They're orphaned babies indoctrinated from birth into the killing ways of Dell. Cold and calculating, these are the killing machines Michael Dell sends to silence the disgruntled patrons who bought into a hopelessly bad product. It's said that, whenever an issue just suddenly stops being discussed on these forums, these are the men responsible. -
You'll never get 1st level, lol. Those guys are in a locked room with Taiwanese/Chinese ODMs/OEMs pounding out new machines
By the time you get past second level, marketing will pick you up and simply offer a new machine or a replacement model
