There's no driver per say, it's just a utility that allows you to monitor and visualize the core clock changes as they occur....

here's Intel's version:  Intel® Turbo Boost Technology Monitor

Dell IIRC has it up on the download page (at least for 1645 is likely the same and compatible with the 1647 as well).

Is this relevant to the 1645? Turbo boost works without this driver on the 1645.

I guess not. All I know is that it's not pre-installed on the 1647.
If 1645 users want to check that their turbo boost is working then they should just download the monitoring gadget and once you know it is then get rid of the gadget!
But every 1645 should be working with turbo boost from first boot.

Exactly, Dell's website doesn't even have a driver for the 1645 Turboboost and the one for the 1647 states it's incompatible. I looked at what the Turboboost driver even was and it has a graphics driver, HDMI driver, and maybe the Turboboost driver enables Intel to handle their own power management features (the change log lists a lot of changes related to different power saving modes and features being fixed or changed in correlation).

The actual turbo boost is called 'Turbo Boost Technology'. Your link is to 'Turbo Boost Technology Monitor Software' which is just the monitoring software gadget...

If you have a 1645 then that's all you need.
If you have a 1647 then download the file I posted in the link earlier.
(And if you have a 1640 then this doesn't concern you whatsoever! ;)) :)
