I have a 8600gt with the 176.44 driver and I got 4802 marks in 3dmark06. I was wondering if that was better than the other drivers such as 175.97. (I was using the Zalman NC-1000 laptop cooler while running 3dmark06)

The best I've tried so far seem to be 182.47 (lv2go) Well in 3dmark06 anyway.
Thouhg theres no real better, or best when it comes to drivers. Okay some might give better scores in synthetic benchmarks, but it others can give much better gaming performance, or others give much lower temperatures.
So it really depends on what you want from your graphics card. -

No such thing as safe overclocking.
When you overclock you
1 - void your warranty
2 - put extra stress on components (which can shorten their lifespan)
3 - generate extra heat (which can shorten the laptops lifespan)
You should only overclock if you think its worth risking these for a potential increase in performance.
Considering the 8600m GT design fault and the fact that some 8600s overheat anyway, you have to ask is it really worth frying your ~ $1500 laptop for a couple of extra fps.
Though if you decide you do want the extra boost in performance, all you have to do is download rivatuner and change the gpu speed. A good choice of drver is also important. Considering the overclock ability of the 8600m gt, gains in performance of 30 - 40 % are easily achieved. -
As an alternative to 'Rivatuner' - I use NVIDIA's System Tools ( http://www.nvidia.com/object/nvidia_system_tools_6.03.html).
When installing, select custom install and only opt to install the Performance modules. The other ones are for Nforce based motherboards.
Once installed, open your NVIDIA Control Panel and select the Performance section. From here you can set up profiles and modify your clock speeds.
IMHO, I wouldn't mess with OCing the 1530 - mainly due to its thermal design and taking into account the documented manufacturing issue surrounding the G84 and G86 chips.
As an alternative, you may want to try the X-TremeG 182.06 mobile driver. Very nice temps and image quality. Can be downloaded here:

The system defaults will be listed on the Performance tab. As for increasing, I would start out in small increments. 2Mhz or so. Do a google search for '8600M GT Overclocking' and read up on other peeps results. Once you have a common referenced speed you could try to bump it to that - but remember, you are risking overheating a very expensive part. Isn't the GPU soldered on the 1530 motherboard?

yea but dell is going to replace my fan, motherboard, and gpu in a few days because the fan stops spinning after being on for 3 days so im going to mess with over clocking a little bit before they replace it
so i got 5666 marks in 3dmark06 with 600/800 highest temp 76 degrees with Zalman NC-1000
