Try going into the webcam console in the system tray and clicking the reset button in the regular and advanced dialogs.

have you got the "psychedelic" effect turned on?

open up Dell Wecam Center, click on Tools, Console, Effects, and if it's ticked un-tick Enable Video Effects

try another program like skype to see if it's a driver problem or just the dell software thing.

Well, don't know why, but apparently, Dell puts webcam's driver under "Mouse & Keyboards". That's probably why you couldn't find it.
Here's the link: Creative Labs Laptop Integrated Webcam

Try to update it first and see the problem still exists.

How does Windows Media Player video look? If that's like an acid trip, it may be a video driver needing updating. Either that you are falling out of this reality.

I have the exact same problem as you. Did you ever manage to find a solution?

I also have an XPSm1330, with an NVIDIA graphics card though. Therefore the problem does not seem to come from the video drivers.

Had the exact same problem on my m1330. Dont bother playing with drivers etc etc; the camera is defective. When I contacted DELL support, they tried few drivers, but the results were always the same. A technician came with a new webcam and replaced it in 30 second. Never had this problem since... You need to get a new webcam, that's it.
    Good luck!

PS: You dont need to remove the entire bezel to replace the webcam. Just take the top portion off and tilt it back. The webcam is held by one screw and a connector.
