I got a replacement notebook the new one has the 8700m gt video card that says it has 256 mb dedicated memory, my old system has the 7950GTX with 512 mb memory shouldn't the new video card have 512 mb memory on it if they are replacing it with the same or better specs?

Memory does not decide if the card is better. I would personally try and get them to give me an 8800

The GPU is actually the most important part of the video card. Although the memory does play a part in its functionality, it's main purpose is for your resolutions.

So the video card in the 1730 is better than the 1710 notebook? I just thought that if I had a video card with 512mb of memory that is what they would have in the replacement.

It may perform better in some of the newer more shader intensive games but the 8700 is mid-range and they should at least give you an 8800 to match it.
Is this a replacement for a faulty notebook? If so call them and explain that you want an equally high end card as it's only fair for a replacement. -
I had the XPS M1710 notebook they sent me the XPS M1730 notebook so the notebook is better I wasn't sure about the video card. I will give them a call, I am waiting for a replacement battery, the panel in front of the keyboard and the feet on the bottom as it was uneven.

I have the exact same system as you with the same video card, 8700M GT. I too was upgraded from a M1710 (which I miss dearly) to the M1730. I am having the WORST time trying to get it to play games (SLI'd or UN-SLI'd) I have had three different 2+ hour conversations with Dell trying to fix it, all unsuccessful. Did it all, drivers, reinstall of Vista 32-bit, the works. Still nothing seems to fix it, what did you do to fix yours? Dell XPS support is playing dumb every time I bring up that other people are having the same problem on numerous forums. Thanks
