uhhh the coupon code mentioned says on dell that it expires on the 19th (7/19/2007), but on this forum it says the 26th...
So here is how to get it:

go in the dell home/small office store, click on Inspiron, then hit continue for the 1520/1521.

here's the secret: on the pre-configured systems, the most expensive one has a built in $273 coupon, which is not what you want.

the coupon that I used is CODE: G01JG242730SDT (applied in cart), which gives you $300 of a purchase of $1,399 or more (so the cheapest you can get with that is $1,099). Unfortunately, the coupon replaces the $273 coupon, so we go instead for the $849 premade system (the cheapest 1520 intel based), keep the one year warranty.

then, choose the following config (underlined are the ones that need changing):

SYSTEM COLOR Jet Black (other colors +$20)
    PROCESSOR Intel® Core™ 2 Duo T7300 (2.0GHz/800Mhz FSB/4MB cache)
OPERATING SYSTEM Genuine Windows Vista™ Home Premium Edition
DISPLAY High Resolution, glossy widescreen 15.4 inch display (1440x900)
    VIDEO CARD 256MB NVIDIA® GeForce® Go 8600M GT
MEMORY FREE! 2GB Shared Dual Channel DDR2 at 667MHz
HARD DRIVE FREE! 160GB SATA Hard Drive (5400RPM)
OPTICAL DRIVE CD / DVD writer (DVD+/-RW Drive)
WIRELESS NETWORKING Intel® 3945 802.11a/g Mini-card (because the dell wireless doesn't work well with linux)
    INTEGRATED WEBCAM none
BATTERY OPTIONS 85Whr Lithium Ion Battery (9 cell)
SOUND OPTIONS High Definition Audio 2.0

i didn't choose any extended warranty, no extra software (actually i got rid of the dial up service).

    the total is $1418 - $300 = $1118

depending on what you want you can play with the components, but the key here is to exploit the loophole that dell put in with the preconfigured systems (if you are wondering the most expensive preconfigured system that already had the coupon goes for $1,617.00-300 = 1317), and take advantage of free memory/hard drive.

for my needs, i just saved $199. :D >>a almost gaming laptop ( s*** DDR2 VIDEO CARD) for 1118! yay

you can also save another $30 if you don't get the webcam (because on the most expensive system it is included, taking it off gets nothing off).

Not bad. But if you can add EPP discounts you get that for even less. I did the same thing you did except I got to add another 8 percent discount and then I used the Dell Preferred Card and got a little more off as well. Add in a call to Customer Service about the long wait and whamo.. Next Day Shipping for free. My deal is still not the best one. I have seen others get theirs for even less... I will say this... The Dell Salesperson knew exactly how much I had to work with and he made it happen. I thought that was really cool...

$2100 in U.S. dollars or in Australian money? Exchange rates make quite the difference.
