Dell refused to cancel an order that I no longer wanted, and Dell shipped it anyway, i will be getting it on october 20th. Should I refuse the shipment when the delivery driver comes? or should i accpet the shipment and request a return, i also heard that if i decided to return, a stocking fee of 15% could be charged.
any advice would be appreciated!

You should contact your bank and tell them that dell shipped something that you do not want and refuses to cancel the order. Go a bit further by saying that you tried many times to contact Dell but it still refuses because it wants to make money out of you and you do not authorize it to charge you for something you do not want. DO NOT refuse to sign for the package because you would fall into dell's trap and it'll charge you 15% restocking fee. Consult your bank on what to do. Good luck and keep us posted.

Don't contact your bank and don't refuse your shipment. If you do refuse, then it's only going to take longer. Call Dell and tell them they shipped something you wanted to cancel and they will provide you with a shipping label for you to ship it back to them. The whole process should take no more than 2 weeks overall.
