I recently got a new Vostro at work. Is there a way to lock the Fn key so that I can use the 10 key pad without holding down the Fn key?

Haven't used the Vostro but there should be a Num Lock (NumLk) blue legend on one of the function keys - use Fn + NumLk and you'll be able to use the blue number pad keys without holding Fn down.

Fn + NumLk again to toggle it back off :)

I think there is a setting in the bios for this.

The the CapsLock key while holding down the FN key. That'll turn numlock on.
