Is it possible? I know the cd says "only use on Dell PC" but can you use it to intall Windows on a different computer?
An old HP I have has Millenium Ed. on it and I want to install XP on it some time in the future.

That would be a restore disc and probably won't even work on an incorrect computer. You would need a XP product key anyway.

Its illegal. You need to buy the os for each computer you install it on.

You would need a valid key/serial to install. Not sure it's illegal if you own the pC it came from and moving the OS to a new computer >> but the key in the reinstallation disk will not work on a non-dell. You can only install 1 copy of the OS.

Actually, you're wrong. Let me cite PC Magazine:

    you misunderstand........

the dell reinstallation xp disk contains an oem key which is installed by default on a dell computer- the actual COA key on the outside of the computer is different. The oem key included in the dell reinstallation disk will not work on a non-dell.

and what I meant was that it wasn't legal to install XP on more than 1 PC using that key(COA) at a time.
