I've noticed that this generation's Inspirons (5x20/7x20) and Vostros (3x60) share the same battery form factor as the Latitudes (e5x30/e6x30). They're all 11.1 V and 6-cell, and the only major difference I can see is that the Latitudes have bigger battery capacities (60 WH vs 48 WH). I've checked and the Latitude battery fits perfectly into my Vostro so the form factor is definitely the same.
Are there any major compatibility issues or risks with using the larger capacity battery in a Vostro or Inspiron? If not could the Latitude's 9-cell battery also be used?

As you noted there are several compatible parts from one laptop to another. AC adaptors, included.
Sometimes the only difference is the color of the battery. but as long as the battery fits and works there is no issue with using a higher capacity battery.
To really confirm though, the battery should be identified in the BIOS, and typically if there is an issue with either the battery or AC adaptors you should get an error message in the BIOS.
You can use a lower capacity charger, but it may not charge the battery, and the laptop may run in a slower mode to conserve power, but using larger capacity charger has never been an issue for me thus far. -
