On the outside of my notebook, just under the keyboard and surrounding the mousepad, there are small white dots that are not removing with any of my cleaning supplies or windex? Is there any way to get rid of them and what could they be from?

Perhaps the paint is coming off? I havn't experienced this but a friends e1705 had the inspiron lettering near the hinges (on the outside) has worn off.
For the place you are experiencing these white dots, is it a place where you often rub against it with your hands?
