I tried ati tool att tools, amd gpu clock utility doesnt even recognize my current clocks, tried powerstrip, and rivatuna.
The closes I got was powerstrip which seemed to overclock the card and apply settings, but it didnt.

I think this card requires a flashed BIOS to overclock.

I tried Riva, ATI Tool, ATI Tray Tools, Powerstrip, AMD GPU Clock Tool (LOL gettin tired yet?) with Catalyst 9.2 and 9.1 modded...none of them save any changes (this is in an HP EliteBook 6930p btw). Clock is set at 249.50/356. I'm gonna try one last time with ATI Tool because I think that's the closest I got to working it, but if not, the only way is a hacked BIOS I think. And that's kinda scary tbh.

btw I am not really trying to 'overclock' just 'un-underclock' so hopefully heat wont be a big issue (got a cooling pad, at least).

Don't you need to use 3rd party drivers?
