Right now, I'm running my m1330 with a VGA cable connected to my 19" Dell TV. Now, the Dell TV has DVI input so I'm wondering if I'll notice any difference if I went out and bought a HDMI -> DVI cable. Will there be any noticeable differences in the quality?

DVI being digital is always going to be better than VGA.

Where are some places where I can get some good quality HDMI->DVI cables?

I used both DVI and VGA for my computer and honestly theres not a bigger difference in quality. I mean the contrast and stuff is handled better on DVI without any tweak to settings but thats about it.
I also play my xBox 360 and PS3 through my Dell 22" Monitor. For xbox i use the VGA cable and for PS3 i use HDMI to DVI. The graphics look the same (Graphics through my monitor from both 360 and PS3 look like high quality computer game but not the full blown 1080p experience.)
The HDMI to DVI cable costed me 10 buck and i suppose there is a difference after all, just not enough for me to spot. Not a bad idea if you want to get it and try it out.
