Yes. The D830 use the Santa Rosa chipset/processor which allows you to use 4gb with a 64bit OS and has other features.
Also there might be a difference in weight. -

There really isn't that much difference; it's like comparing the 820 to an M65. Externally I believe it's only that the 830 has an S-Video port whereas the 820 has another USB port.
The choice of internal components is probably slightly different between the two but I'm not sure of the specifics. The two machines are really similar, though. -
No, it's more than all that. The screens on the D830 are (in general) better than the screens on the D820. Much better. I wouldn't recommend the D820 to anyone, unless they had seen the screen of the specific notebook they were going to get in advance.

The D820 and the D830's only differences (back when the D820 still existed) was the discrete graphics option on the former models. Back in January I was debating over the two models - leaning toward the 830 for the processor and other generally better configurator options (in particular, Santa Rosa, towards the last few months), but a bit partial to the 820's discrete graphics as I intended to play games with it at some point or another. It was equipped with the NVS 120 at the time, if I remember right.
The only thing that was keeping me from jumping onto the new Santa Rosa 830's was the lack of discrete graphic cards - but all that changed on June 15 when they were given the NVS 135 and 140 cards.
Of course, all this is moot now that the D820 is at EOL... Unless you were looking to pick one up on eBay or something.
As they were also saying above, the form factors are practically identical.
