I have Dell Vostro 3560 with Intel HD Graphic 3000 on Windows 10.
    I have screen flickering issue.

I see on some places that support of HD Graphic 3000 in Win10 is absent.
Tried to uninstall HD Graphic 3000 adapter, and screen stop flickering. But after restarting, Win10 automatically updates driver with flickering.

Where can I get a working driver?
    Thanks

Yes but typically a graphics driver supports multiple different models. I got that link by looking at drivers for your Vostro 3560.

I tried, but received "The computer does not meet the minimum requirements for installing the software".

You can try uninstalling the display driver with DDU and then installing it. I don't even see HD 3000 drivers from Intel sadly.

the latest available driver for Intel HD Graphics 3000 (and 2000) is this one from the MS Update Catalog site [v9.17.10.4459 dated 5/18/2016]

need to use 7zip to extract the files from the cab file and use Device Manager to manually install the graphics driver (and reboot afterwards)

if the flickering problem continues or persists, even when using the 9.17.10.4459 driver, then it's most likely an issue with a recent Win10 update and that update may need to be uninstalled and hidden/blocked by the wushowhide.diagcab tool
