I've just been living with this issue for a few months but its still very annoying. I have a Latitude D505 with a d/port and a flat panel connected to the DVI port on the d/port. The thing won't even boot up if I hit the power button on the d/port while the lid is closed on the notebook. It doesn't think there's a display device connected. So... I have to open the lid to turn it on let it get to loading up Windows then close the lid. This would really suck if I had the monitor stand. Is there anything that can be done about this?

When the d505 is docked and it's off, you can turn it on by the power button on the d/port?

Yeah in theory, but when I do that it powers on but NEVER will actually boot up. On the Dell forums someone mentioned that it won't boot Windows if it doesn't detect an ACTIVE display device. So in other words, it is not detecting my DVI monitor until after it gets into Windows.
