This comes to $1,938 CAD on the Canadian site whereas the same configuration is only $1562 USD on the .com site. So does anyone know if Dell will price match?
Also is getting a TV tuner with remote from Dell for $100+ worth it, or is it better to go out and purchase one separately?

I don't think they have a policy of doing price matches. I think the costs of production vary by country and thus the prices change. However, you could always call up a rep and try to get a lower price.
I don't have experience with the Dell TV tuner so I couldn't help you there... -
Just call up the rep, tell them that you have configured a system, but the price is not what you are looking for i.e. you have seen a similar HP for a lower price. I ended up getting a $100 discount on my m1330 because I told my rep that a similarly spec'd HP dv2500t was cheaper, so they gave me a discount.

I tried to get them to price match HP's RAM offering for 4 gbs, since it was $500 less....haha. They didn't go for it though.
It could be just a matter of whether you get the right sales person/online rep. -
On the same topic, would I get greater success with Online Chat or with calling them up? And could someone please explain how quoting works, other threads mention calling Dell and asking them for 'quotes'.

I don't have a ton of experience, but I'm usually the one who ends up doing the ordering for our firm and I agree with kozzney: phoning is probably your best bet.
And as Undsputed says, it sometimes does depend on the particular person/sales rep you talk to. When I was ordering my personal computer a few years ago, I didn't get any kind of 'special deal', so I cancelled the order, phoned again, and got 10% off from another (nicer?) lady. Doesn't hurt to try! Good luck.
