I am currently looking into dell outlet for M6700 and M4700 IPS screen laptops, but I just can see
"UltraSharp FHD (1920x1080) Wide View Anti-Glare, Premium Panel Guarantee"
    Is that means IPS screen?

Nope, premium panel guarantee no bright spot and pretty much it.

IPS explicitly come with wording like RGB, RGB LED, IPS sort of thing.

that is the standard panel in the first 2. Dell always labels the IPS screen as Precisioncolor in workstations, as the last one shows on the m6700. ( Premiercolor IPS in description )
