I am fixing a Dell Inspiron 1545 for a friend and have a quick question. First off the specs.
    Intel Celeron 585 @2.16
    2gigs of Ram
    160gig HDD

I noticed that the fan would kick on when the computer first came on but then shut off after being on for 5 min. The fan would stay off till it got to about 75 degree C and then the fan would kick on hard till it cooled off and then the fan shut off. Is this normal? I always thought the fan would continue running as long as the laptop was on and kick hard when the temps started to get high. Im going to put some arctic silver 5 on it now to help lower the temps.

On a lot (probably almost all of 'em... definitely all that I've owned) of Dells the fan doesn't run constantly. 75C is a little high for the fan to start, but it's really nothing dangerous. I'd say this is most probably normal.
