    looks like your video cable is bad,

    Can you test the laptop on an external display

    My guess is the videocard.

    Its very easy to find out. Do a clean install of windows then install latest DELL GPU driver (and all other neccesary drivers)

    If you still have this unsharp image its the GPU ( or maybe the ribbon cable. BUT i dont think so)

    Since it shows up like that as soon as I boot, I don't think it has anything to do with windows.
    I just got this system like few months back.

    are you still under warranty, if so definitely call Dell.

    testing on an external monitor will definitely help pin point the problem to either the cable or GPU

    hhhmmm....im not saying its about Windows....(this type of things is 99% never about the operative system)

    why you should do a clean install of windows AND THEN INSTALL GPU DRIVERS, ETC......is because you want the computer run 100% clean...(no interfering of old spy-wares, crazy updates, old GPU driver strings, bugs, virus, etc).....you with me ??

    then you see if its a hardware failure or not.................my guess is..........you have to buy a new motherboard....choose Ebay.UK (there you have top sellers with good prices on DELL original items)

    (you can also run the build in Diagnostic test inside the reboot meny... sometimes it locate the issue....and IF it does...you get a failure code which tell you exactly whats wrong))
