i just placed an order for an inspiron 1420 this morning with vista (cause i didn't really have a choice). i called a few times to request an XP cd to be added to my order, and after getting transferred like 4 times, i talked to a rep that tried to sell me a retail version of xp pro for $299. does dell offer cheaper XP CDs if you purchase a system?

...why? If you configured it with Vista, why should Dell sell you an XP CD?
The reason you were bounced around so much was because that makes no sense, and the reps were too polite to tell you that. Dell will only preload the operating system and give you a recovery CD in case you want to re-install or whatever.
But why would you buy XP from Dell...? Go to Amazon or some academic store and buy XP. -

i would doubt it that you would get the CD on the new inspirons only vista is shipped with them and you would have to pay for xp from dell.

It wouldn't surprise me if they offered XP with the Vostro machines, due out in a few days... they're basically black Inspirons that will be sold via the Dell Small Business store. You can also configure a Latitude with XP right now.
Also, if you can get Vista Business and get hold of an XP disc, Microsoft's downgrade program may do the trick for you:
