    Integrated 2.0M Pixel Webcam

56Whr Lithium Ion Battery (6 cell)

    High Definition Audio 2.0

OR a 1420 with these specs
    My Components Jet Black

For the "basic" laptop to surf internet/email/watch movies, the 1425 is even way overkill. If that is the cheapest for you, and you like the looks of it, it will more than accommodate him.

    cheers,

Get the 1420, but make sure to upgrade the memory on Newegg.com. DDR2-667 SODIMM.

    It's hella cheap right now.

The 1420 is heavy for a 14" laptop. That might sway me to the 1525 since it costs less.

If you're taking it around a lot, get the 1420 for better portability (and it's a little more durable too, due to having metal casing rather than plastic). If it mostly stays on your desk, get the 1525 and enjoy the larger screen.

Upgrade the RAM at newegg either way.

have you talked to him about getting a Vostro?

It's cheaper and you get more for your money.

    Example on a Vostro 1400.

    Intel® Core™ 2 Duo T5470 (1.6GHz, 2MB L2 Cache, 800MHz FSB)
    Genuine Windows Vista® Home Basic
14.1 inch Wide Screen XGA LCD Display
2GB Shared Dual Channel DDR2 SDRAM at 667MHz, 2 DIMM
    160GB 5400RPM Hard Drive
8X CD/DVD+RW Read and Burn CD and DVD
Intel® Integrated Graphics Media Accelerator X3100
Dell Exclusive MediaDirect™ Instant Play Software Application
    Dell Wireless 1390 802.11g Wi-Fi Mini Card
    No Camera
    Integrated High Definition Audio

    Lets see,
    You're getting a faster/better processor
    You're getting double the RAM
you're getting More hard drive space

All those extra perks for only $679 (about $100 less than 1420).

Your brother wants BANG FOR THE BUCK.....that's what Vostro series offers.

Just incase you are wondering, Vostro is sold in the Small Business section but pretty much anyone can buy it. There are no restrictions. And also, it's basically a Inspiron 1520/1420 with a new paintjob. Rest is 100% the same.
