I just went to Dells website to configure an Inspiron 1520 and see that Dell is charging $45 for all lid colors other than black. Has this always been the case? I thought when the new Inspiron models were released all the lid covers were no extra charge or at least much less than $45.

They had been charging an extra 20 USD for any lid color except jet black. With the back orders, I think they bumped it to discourage buyers from choosing the others, at least for a little while...
or perhaps they just figured the colors were so popular that they could milk some more money out of it...
at any rate, they certainly are charging 45 USD now. -
When I made my first order, the colors were free, so to answer your question, no they haven't ALWAYS charged for them.

What they did was essentially discount black by an additional $20-$25, rather than raise the price for colors.

It was included in the price originally, but you got back money for choosing black, or at least that was the way it was when I ordered mine (that was around mid-July).

In Canada all colours are the same price.

I'm pretty sure it depends on if you choose from Best, Better, or Best. With my 1420, I chose Better, and all color choices were free.

Ouch they went up to $45? Even on 1420 models? Glad I got in when it was the standard $20.

When I ordered the lids were all the same price. Black was not refunded.

Compare the starting prices of the US and CA Vostros. Even with currency converted, the base CA vostro is bit more expensive than the US one. I think they just already charge you for the color in Canada without giving the option to refund money for Jet Black. -
First and foremost, I am talking about US only.
They ALWAYS charged extra for Inspiron lid colors, it just depended on what configuration you started off at (Best, Better, etc.). Much like the Better configuration might have the Intel Nex-Gen Wireless-N Card (Add $0) it's not free...just included in the price. If you picked one of the higher up ones, it might say Add $0 but it's included in the price. In the base configurations and when you build up, it's ALWAYS been extra. Oh, and the price has gone up recently like double <_<
