Boot in safe mode and check if that issue still occurs. If it doesn't, you have to disable all your startup programs on boot and check one by one, which one causes trouble. Maybe it's something you installed recently?

This happened after the last bios update also the entire time it has been running very slow found the processor limited too .80 ghz lol yes .80 and i fixed that by deleting i believe it was dell thermal management ? This laptop has been problem after problem. sigh .... i also on my own went into the bios set up and disabled the thouchscreen which has fixed the issue since then i did a delete all info restore and that did not fix it. no damage never dropped its in mint condition. I also recalibrated the touch screen an no good still has the same issue

Did you try booting into safe mode? The same happens there?
You may try to downgrade bios.
I would try formatting windows, but if you do not want that, just call dell repair center (is it still under warranty?).
